齊中英，男，畢業於哈爾濱工業大學熱能工程專業。哈爾濱工業大學管理學院教授，現任哈爾濱工業大學管理學院博士生導師，教育部全國工商管理教學指導委員會委員，全國公共管理碩士MPA教育指導委員會委員，黑龍江省科技經濟顧問委員會宏觀經濟組副組長。
