公共衛生專家，香港中文大學公共衛生及基層醫療學院副教授，英國牛津大學榮譽研究員( 突發傳染病及應急防備)，災害與人道救援研究所所長(CCOUC)

陳英凝教授先後在美國約翰霍普金斯大學生物工程系(1996年)、哈佛大學公共衛生學院(人口及災難管理和衛生經濟學碩士，1998年)及香港大學李嘉誠醫學院(2003年)就讀。在取得醫生執業資格后，她曾往美國哈佛大學公共衛生學院進行研究(2003-2006)，並在約翰霍普金斯大學，倫敦衛生與熱帶醫學院等世界著名高等學府都有過學習及工作的經歷。她曾於衛生署衛生防護中心緊急應變及資訊處工作；她在2006年受聘為香港中文大學公共衛生及基層醫療學院助理教授，教學及研究的範圍主要包括全球健康問題、災難及人道危機及氣候變化對健康的影響等。她的目標是將香港發展成為亞太區其中一個災難管理培訓的基地。2011年出任香港中文大學及英國牛津大學共同設立的災害與人道救援研究所所長（Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response, CCOUC）。研究所致力於推動在香港和亞太地區的災害公共衛生及醫療救援方面的研究，教育及知識轉移工作，項目包括建立並發展氣候變化與健康研究小組及少數民族健康及防災計劃（2009-2014）。

陳英凝積極參與義務工作，包括無國界醫生（MSF，曾獲得過諾貝爾獎的醫療人道救援組織)、聯合國兒童基金會等機構。1998年加入無國界醫生，她擔任過多項前線救援、項目評估及管理等工作，並曾到中國內地及歐洲科索沃，親身參與各類醫療人道救援。2001年，27歲的陳英凝當上無國界醫生香港辦事處董事會主席並任職到2005年，成為歷來最年輕及第一位亞洲女性當上該職位。在參與無國界醫生工作期間，她的足跡遍及多個曾經出現人道危機的地區，包括東帝汶、柬埔寨、寮國、越南、緬甸、印尼、棉蘭老島、巴西及辛巴威等天災人禍之地。她亦曾組織一個國際醫療救援隊為香港小數民族提供公眾健康教育服務。
