潘燦平,中國農業大學理學院化學系教授,博士,博士生導師。農業部農產品質檢監督檢驗測試中心(北京)副主任兼質量負責人。
1998年獲中國農業大學和日本九州大學聯合培養博士。

2000-以來 3次訪問 FAO/IAEA 農藥殘留分析實驗室
2006年以來任中國農業大學教授、博士生導師。
兼任農業部農產品質檢中心(北京)中心副主任、質量負責人
被聘為首屆國家食品安全委員會農藥殘留委員會委員、全國農藥標準化委員會副主任委員、中國進出口食品安全專家委員會委員、農業部SPS/TBT 評議專家、農業部CCPR 專家和中國CCPR代表團成員、 CCPR 農藥殘留分析方法電子工作組副主席。
農產品和環境中農藥殘留分析方法、農藥風險評估。
主持農業部、商業部及國家食藥局等的磺醯脲除草劑多殘留等標準專項、農藥殘留前處理技術、農藥登記殘留試驗課題、農藥殘留取樣標準、農藥殘留在蔬菜水果上的沉積規律、國外農藥殘留標準比較、菠菜出口標準、奧運食品質量檢測等國家重點項目。主持完成北京市、雲南省的北京市蔬菜中農藥殘留監測、有機磷農藥免疫分析等橫向、縱向重點項目。在農藥殘留分析方法的開發建立、農藥殘留風險評估、農作物中農藥合理使用準則的制定、農藥殘留限量標準(MRL)制定、農產品生產中農藥污染與控制、農藥污染生物修復等方面進行了較深入的研究。作為主要完成人參與了《農藥登記殘留田間試驗標準操作規程》國家標準的編寫及建立了用於農葯殘留田間試驗的作物分組體系構架,並已開展了典型農藥在代表性作物中的降解特性與外推法制訂農藥殘留限量標準的相關研究。
參加和主持科技部重大儀器專項“模塊化前處理平台建設”、國家自然科學基金“作物上農藥殘留規律與外推法應用”、國家863子課題:同時測定甲基對硫磷等高毒農藥的免疫與生化測定技術、設施園藝工廠化高效、安全生產關鍵技術研究、有機磷和磺醯脲分子印跡;白酒3C計劃中農藥殘留風險評估、北京市農產品質量安全風險評估、 FAO/IAEA國際合作項目:CIPAC-AOAC方法驗證及其在農藥質量控制中應用;國家科技支撐項目:農藥污染控制技術;參加主持國家973子課題:東南沿海污染(子課題苯胺磺隆殘留)、土壤中結合殘留態農藥的形成機理、釋放條件與致害效應等課題10餘項。
發表的論文共計50餘篇,其中SCI收錄40多篇,10餘篇中文核心期刊論文;參與編寫出版專著6部,其中作為主編出版專著2部;作為副主參編出版5部。
